Why CIAC?
CIAC will significantly boost the "Ease of Doing Business" in the region. By providing a "Safe Seat" for arbitration, Chandigarh can attract higher Foreign Direct Investment (FDI) and reduce the backlog of commercial litigation currently pending in the civil courts.

THE RATIONALE
.
Chandigarh stands at the crossroads of three major states and serves as a significant economic and judicial hub. Despite its superior infrastructure and a robust legal ecosystem, the region lacks a dedicated and High Court-supported international arbitration institution. Currently, commercial entities in Punjab and Haryana are often forced to travel to Delhi or Mumbai for institutional arbitration, leading to increased costs and procedural delays. Chandigarh’s geographical location makes it highly suitable as an arbitration seat. It is easily accessible and serves as a key administrative centre for the states of Punjab and Haryana. Being the capital of two important and financially prosperous states, it is home to one of the largest High Courts in the country along with many other courts, tribunals and quasi-judicial authorities. The adjoining twin cities of Panchkula and Mohali, are bristling with economic activity, particularly in real estate and construction activity and infrastructure development. The states of Punjab, Haryana and Himachal Pradesh are particularly known for agriculture trade and procurement, MSMEs, and cross-border supplies. Investments by Non-Resident Indians have risen during recent years. The rising commercial activity has entailed an increase in the numbers of commercial disputes, thereby making a case for the creation of an international arbitration institution based in Chandigarh. As compared to most other North Indian cities, Chandigarh has a clear advantage in terms of the availability of experienced legal professionals. It is home to a substantial number of lawyers specialising in various domains, including senior advocates, serving and retired judges, and academicians and researchers. The Punjab and Haryana High Court has proactively taken various initiatives to promote ADR in recent years, including training and inducting lawyers in mediation and other ADR forms. Being a highly planned urban city, Chandigarh offers modern infrastructure, and excellent connectivity and amenities. At the same time, it offers an advantage over other metro cities like Delhi or Mumbai, in terms of lower costs of office rentals and hearing venues. This cost efficiency makes Chandigarh particularly attractive for small and medium commercial disputes.
